Black board is is a virtual learning environment and learning management system (LMS). 

What is LMS? LMS is used to organise classes so that both teachers and students can access contents, materials and etc. on the internet. It also allows both teachers and students to interact and share contents.

Blackboard is an online learning tool that both online and face to face classes can be made. Access to the blackboard is possible from phones, computers, tablets and smart boards in the classroom. It's main purpose is to add online elements to face-to-face lessons and to develop fully online courses with little or no face-to-face meetings. 

As I said before, Blackboard can be used both face to face classes and online classes.You can share files, posts, links, take quizzes and communicate you students through Blackboard. You can also post grades, send mails, submit assignments and track your students progress in the lesson. 
Teachers can set up discussion boards within their classes, with both students and educators can start new discussion threads and reply to an original prompt. Students in a class can also send direct messages to one another by clicking "Messages" in their course menu.
